Pursuant to Art. 3, para. 10 of the BULSTAT Registration Act, every natural person, who does not possess a personal identity number or a foreigner's identity number and owns a real estate property in Bulgaria has to be entered into the BULSTAT Register at the Registry Agency, Ministry of Justice, where pursuant to Art. 7, para. 2 the following information must be entered: BULSTAT code, date of birth, personal names, reason for entering, correspondence address, telephone, e-mail address. According to Art. 12, para. 2 of the BULSTAT Registration Act, this shall be done within 7 days of the purchase of the real estate. Every person shall submit a standard form and bring a copy of their passport and a copy of the document certifying ownership of the real estate to the Registry Agency. Any change in the above circumstances shall also be advised by means of a new standard form within a 7-day period. Every foreign natural person shall submit a separate application, and pursuant to Art. 13 of the BULSTAT Registration Act, he/she shall have only one registration, irrespective of the reasons thereof. The Registry Office keeps a file for each registered person, and pursuant to Art. 18 para. 3 of the same act, every person can receive an identity card upon request. The registration is automatically terminated in case of death of the person but the BULSTAT Register keeps an archive for a period of 10 years, after which period the information is transferred to a state archive. For every foreign citizen applies also Art. 14 of the Local Taxes and Fees Act, where it is stipulated that the owner shall inform the municipality on the acquisition of the real estate in writing within 2 months and submit a tax statement for levying an annual property tax.
